The WSLA framework including creation, deployment and compliance monitoring is publicly available as part of the Utility Web Services Demo of the IBM Emerging Technologies Toolkit (ETTK). ETTK used to be called Web Services Toolkit (WSTK) until April 2003. The WSLA Compliance Monitor was first included in version 3.2 of the IBM Web Services Toolkit (WSTK), released in August 2002.
The prototype demonstrates an end-to-end demo of eUtility framework where the WSLA framework is integrated with other various runtime components, such as, workload management, logging, metering and billing service.

Please note:

If you run into problems while using the WSLA Compliance Monitor implementation, please refer first to the FAQ of the IBM Emerging Technologies Toolkit and then to the archive of the Emerging Technologies Toolkit discussion forum; very often, the problem you are experiencing has been encountered previously and a workaround has already been found (e.g., classpath settings, JDK version etc.).
