  Comments: This contains a paper, and also talk slides as an appendix.
  Mini-Abstract: a computationally low-overhead, semantically clean technique for handling conflicts between rules, as an enhancement to logic programs. Note that RAISE's current reasoning engine, like Prolog's, is a kind of logic program.
  Correction and Version Note: In the Research Report (not in the Proceedings paper), Theorem 25 (Preservation in Prioritized Merging) contains a bug. The theorem statement needs some additional restricting conditions. Details are in a forthcoming version of the paper.
